If you are really close to that person, then ~chan is ok, actually in that case, usually they get rid of ~ko or ~the end part of their name to make it sound more affectionate. So, my younger who call me with ~Chan, call me Hiro-chan, instead of Hiroko-chan, because Hiroko-chan still sounds a bit formal. But it depends on the person too.
